I do not think the captain introduced the Vice President correctly. I think the captain should not have called the ship to attention until after the introduction and the VP nears the podium and the applause is almost dissipated to silence. The captain should be standing with the high command or dignitaries when issuing the order, or by delegating to the executive officer to call the order.

This is nice and simple. Dr. Browne-Marshall presents an analogy about the constitution that we learned in grade school - the casting of a vote is like a voice.
If we consider the simply analogy, then it can only be true all of the time only in a perfect electoral system. And we know that we do not have a perfect electoral system.
There are multiple problems with the antiquated analogy, which we can bet was borrowed from the English. The analogy was generated in a bygone era of sophistication. Although, people back then probably recognized that a true voice has much more ability than the casting of a single vote - it was probably a political slogan that was used by nefarious politicians, as well, as respectable social advocates. Just as we learn that if we want a song written, then we are inclined to employ a musician, and if we want a story, then we employ a writer - if we want a law written we are somewhat limited as to who has acquired the skill.
Dr. Brown-Marshall has a history of advocacy for racial adjustments, and has appeared on a national broadcast justifying the riot and looting in Baltimore.
